Our services connect cultures to build welcoming communities. We assist newcomers looking for employment, help families navigate the school system, and provide youth with the skills necessary for bright and successful futures. We support refugees and bring together new and established Canadians.

Job Summary:

The Assistant Manager oversees programs which serve marginalized and vulnerable residents, particularly seniors, youth, and newcomers in the west end of Toronto. The Assistant Manager will be responsible for the successful implementation of programs and for achieving committed output and outcomes. Core responsibilities include, but are not limited to: building and strengthening relationships across the City of Toronto with a specific focus on Parkdale and
its surrounding communities; ensuring program deliverables are met; effective mentoring, guidance, support and monitoring of the team; working in collaboration and supporting CultureLink’s programming for newcomers; such as settlement, employment, mentoring and mental health services implementing an effective feedback system to meet and exceed the agency’s strategic goals related to quality service provision, accountability and equity.

Proven experience and/or training (i.e. Diversity & Inclusion) for working with employees and clients from diverse backgrounds as well as strong conflict resolution skills are critical for the role’s success.
The Assistant Manager will perform an immediate critical role in planning and implementing strategies for the continuation of successful program delivery and enhancements at CultureLink offices, partner sites including the Toronto Public Library, Parkdale Branch. On-site presence is required.

Responsibilities:

Programs Leadership

  • Direct, control and evaluate the delivery of services
  • Design, administer and evaluate services so as to meet/exceed the agreed deliverables
  • Coach and develop staff for optimal performance
  • Sustain in-depth familiarity with current developments in laws and policies regarding poverty reduction, youth and
    seniors’ services, newcomer services and community development
  • Design, collect, and analyze data to assess community needs, to support program development efforts
  • Identify programs enhancements and collaborate on development of funding proposals
  • Establish a community group consisting of community organizations and agencies where best practices and challenges can be shared

Programs Operations

  • Produce periodic, well-researched, data-based reports to assist the management in ensuring that the
    programs are well established to meet, and/or exceed, the expectations of the funders and other stakeholders
  • Manage tracking and submission of program reports to Funder, Board of Directors, and CEO
  • Implement the programs through several off-site locations and lead a team of front-line employees to achieve the
    program deliverables required under the funding agreement(s) with Federal, Provincial, Municipal and other
    funders
  • Foster a work environment which upholds CultureLink’s values of respect for all, providing high quality community
    programs, and continually learning to provide best practice programs
  • Lead and facilitate in the hiring process and onboarding of new employees
  • Set performance parameters, monitor individual achievements, support and mentor team members and conduct
    performance appraisals
  • Mentor, support and develop the team members through coaching and direction on training & development
    opportunities
  • Manage physical resources and maintain accountability
  • Prepare and compile periodic program results-based reports for funders and donor(s) ensuring that appropriate
    records are maintained to provide a sound basis of program activities and results.

Relationships Management

  • Promote CultureLink Programs and Services within various community spaces and Libraries in Parkdale and the
    City of Toronto.
  • Establish viable connections with new organizations and agencies in the Parkdale area and surrounding
    community
  • Acts as a resource person to ensure any concerns brought by community partners, with respect to the programs,
    and maintains regular interaction with them to take preventive steps to minimize such concerns
  • Represent CultureLink to program stakeholders and partners
  • Maintain relationships with the Parkdale branch of the Toronto Public Library and others community partners
  • Implement strategic ideas and initiatives for successful outreach, program expansion and enhancement
    Financial Management
  • Work closely with Senior Management, for budget development and funding approvals
  • Effectively administer and monitor program budgets and maintain best practices in expense management

Other Duties

Required Work Capacities:

  • Physical Demands: sitting at a desk for computer work (50% of the workday) and meetings; lifting (files, laptop and program supplies up to 5kg); working in an open office
  • Non-physical demands: travel between worksites; institutions/community partners, monthly deadlines, variety of tasks; some evening and weekend work required
  • Social/emotional demands: teamwork; relationships/network-building; exposure to emotional situations; working closely with the public, clients and staff
  • Cognitive/mental demands: attention to detail; self-supervision/autonomy; multitasking; organizational ability/time management, adaptability, sound judgement, effective written communication

Qualifications:

  • Bachelor’s degree, preferably in Social Work, Psychology, Education, or Management or a combination of equivalent experience in relevant area and education
  • A minimum of 5 years of experience in program delivery/program management in community services; experience with United Way-funded programs specifically is an asset
  • Demonstrated experience in building and maintaining relationships with multiple stakeholders
  • A minimum of 3 years of experience directly supervising a team
  • Experience in a unionized environment is preferred and an asset
  • Demonstrated ability in written/ verbal communication in English is required.
  • Fluency in other languages is an asset, as is lived experience in/with newcomer communities
  • Satisfactory Vulnerable Sector Screening with the past six months;
  • Must be authorized to work in Canada

Job Summary:

CultureLink’s Newcomer Youth Success program facilitates the settlement and successful integration of newcomer children
and youth through four types of services: needs assessment and creation of a settlement plan; information and orientation group events to provide information that is relevant, accurate and timely and to help clients make informed decisions about their settlement in Canada; community connections activities to help clients develop the skills needed for successful integration and transition to school; and employment supports. CultureLink offers targeted programming for girls/women and the 2SLGBTQI+ community and educates all clients (and staff) on Indigenous culture, customs, and history through
consultation and partnerships with Indigenous-led organizations.

The Youth Worker plans, implements and reports on program activities. In-person work at one or more sites and itinerant
service delivery at partner sites is essential.

Maintaining positive relationships with partners and CultureLink colleagues is essential to program success. All agency staff
are also expected to support each other and to collaborate on agency-wide initiatives.

Duties:

  • Complete registration of clients and verify their data and particulars to uphold data integrity and validation
  • Provide individual needs assessment and appropriate referrals during client intake process
  • Assist clients to sort out options and develop tailored incremental settlement plans of action while providing
    necessary support and assistance to advance client settlement goals
  • Refer clients to other social services or assist clients in locating and utilizing community resources including legal,
    medical and financial assistance, housing, employment, transportation, day care and other services
  • Follow up and meet with clients to assess their progress, give support and discuss any difficulties or problems
  • Strengthen overall well-being and mental resilience and promote early intervention to identify and address mental
    health challenges at the onset, where necessary
  • Work in collaboration, maintain communication, prepare schedules and outreach duties with supervisor,
    colleagues and partners in order to ensure necessary support to all clients as required
  • Prepare promotional material and publicize events through flyers and social media for programs to have enhanced
    visibility within the community
  • Create partnerships with community stakeholders as appropriate
  • Organize registration of participants for group activities, prepare programs and promotional material, and publicize
    events
  • Plan and deliver high-quality group information and orientation sessions and community connections activities
  • Maintain program statistics by timely input of client details and service details into the OCMS database
  • May supervise placement students and volunteers

Student Placement at CultureLink

We offer opportunities to students enrolled in programs related to social services, office administration and education at any of the following post-secondary institutions:

Academy of Learning, Citi College, George Brown College, Guelph University, Humber Polytechnic, Seneca Polytechnic, Sheridan College, Toronto Metropolitan University, University of Toronto, Working Skills Centre, York University.

Students accepted into a placement program will be placed with a staff member to develop a learning plan to fulfil under supervision during the agreed-upon period of placement.
